The processes related to non-proliferation and nuclear disarmament has been mainly led by States and, to a lesser extent, by international organizations. The changes in international society during the last decade have significantly altered the dimensions and nature of the participation of the stakeholders traditionally involved in these processes, and at the same time have enhanced the entrance of new actors who have so far been underrepresented in the field of international relations. This study analyses the changes in the leading role of states in nuclear arms matters, and the characteristics and consequences of the participation of organized international crime and international terrorist groups.
