Abstract

The article discusses the importance of implementing export control measures in academia. These measures are crucial to prevent the unauthorised transfer of sensitive technologies and knowledge that could be used in the proliferation of weapons of mass destruction. Universities, as research and development centres, often handle advanced information and technology that can have dual -civilian and military- applications. The article analyses the current regulations, the challenges that their implementation poses for universities, and the recommendations offered by the European Commission to ensure compliance. It also highlights the need for academic institutions to establish clear policies and procedures to ensure compliance with European regulations, embodied in Regulation (EU) 2021/821 on export control of dual-use goods. In addition, it emphasises the responsibility of university researchers and administrators to identify risks and provide adequate training on the regulations in force. In this way, it seeks to ensure that international collaboration and knowledge sharing takes place in a safe and responsible manner, protecting national security and promoting science with a conscience.
